Abstract

Citizens require better public service, Government demand to develop information and communication technology that promise high efficiency and better services. Dealing with this phenomenon, Indonesian Government 2003 has published instruction number 3, about the policy and strategy in e-government development. The President Instruction then used as the guideline to expand e-Government, include in Denpasar. In having a comprehensive, efficient, effective and integrated e-Government, there is master plan development. The construction based on the e-Government Conceptual Framework, Blue Print, Roadmap and Implementation Plan. In improving public services this master plan as a guideline for all institutions in Denpasar.
